UAE 유전, 현지 언론이 전하는 ‘이명박의 진실’

한 나라의 대통령은 어떠한 경우라도 정직해야 한다. 자신의 치적을 홍보할 수는 있겠지만 그것은 100% 사실에 기초해야 한다. 어느 정도 부풀리는 것까지는 구분하기 어렵겠지만, ‘대기표를 받고서 합격했다’고 말하는 것은 사기꾼이나 하는 언행이다. 재임 중 사임한 美 닉슨 대통령은 워터게이트 사건에 대한 ‘거짓말’로 인해 사임했다. 처음부터 사과했더라면 결과는 달랐을지도 모른다.
지난 13일 UAE로 떠난 이명박은 어느 순간 TV에 등장해 개선장군처럼 ‘한국이 30년 만에 UAE의 문을 열고 10억 배럴 대형 유전에 참여하게 됐다’고 국민들에게 보고했다. 이로써 자주개발률 15%를 달성해 자신의 공약인 20% 달성이 머지 않았다고 말했다. 청와대에서는 확보한 10억 배럴은 현 유가로 132조원에 해당한다고 부연했다. 그리고 이를 보도하는 한국의 언론은 하나였다. 한 목소리로 이명박을, 그의 업적을 미화했다. 그 이후에 내일신문, 한국일보 등이 사실에 입각한 문제제기를 했지만 메이저 언론의 외면 속에 이슈를 창출해 내지 못했다.
MOU 체결의 주역, 곽승준 ‘무조건 10억 배럴 확보다!’
국내 업체들의 유전개발을 컨트롤하는 정부부처는 지식경제부의 에너지자원실이다. 그런데 금번 UAE 유전은 청와대 미래기획위원회(곽승준)에서 주도했다. 수행기자들은 곽승준과의 인터뷰에서 이번에 맺은 MOU(양해각서)의 구속력에 대해 물었다. MOU는 언제든 파기될 수 있는, 구속력이 크지 않은 협정이기 때문이다. 이에 대해 곽승준은 “무조건 10억 배럴을 확보했다”고 단언했다.
여기서 잠시 UAE의 광구 현황과 계약 종료 현황을 정리하고 넘어가자.
• 전체 생산광구 수 : 73곳
• 위 중 2014년에 계약이 종료되는 곳(우리에게 가능성이 있는 곳) : 30곳
• 30곳 중 10억 배럴 이상의 대형 유전 : 6곳
- 94억, 50억, 35억, 15억, 12억, 9.7억 배럴

- UAE 국영석유회사 60%, 나머지 40%를 엑손모빌, BP, 로열더치쉘, 토탈 등이 9.5% 등으로 구분해서 보유
• 예를 들어서 우리가 BP 지분율을 인수해 대형유전에 참여하는 경우
- 8.93억, 4.75억, 3.33억, 1.43억, 1.14억, 0.9억 배럴 확보 가능
(즉, 최대인 94억 배럴 유전에 들어가면 8.93억 배럴, 가장 작은 9.7억 배럴 유전에 들어가면 0.9억 배럴을 확보할 수 있게 됨)
문제는 UAE와 계약관계에 있는 기존 석유 메이저 회사들이 2014년 계약기간이 종료되면 UAE와 재협상에 나서게 되는 점인데 이에 대해서도 곽승준은 이렇게 단언했다. “(석유메이저 회사들은) 계약이 만료되면 다시 재계약 할 수 없다. UAE와 메이저업체들과의 재협상은 이미 늦었다. 내년 이상을 넘어갈 가능성은 석유업계 관례상 어렵다.”
UAE 현지 언론을 통해 본 ‘이명박의 진실’
가장 냉정한 비즈니스는 ‘외교’다. 자국의 이익이 다뤄지기 때문에 협정의 문구 하나 하나에 신경을 쓴다. 아무리 ‘형제국’이라고 해도 틀어지기 일쑤이다. 한-미 FTA 협정 체결 과정을 상기해 보라. 따져보면 한 나라의 대통령이 골프 카트를 운전해줄 정도로 미국만큼 친근한 형제국이 또 어디에 있는가. 그럼에도 불구하고 얼굴을 붉혀야만 했다. 그리고도 재협상을 벌여야 했고, 아직도 국회의 비준을 받지 못했다. ‘외교’란 이런 것이다.
이명박 정권 말대로라면 UAE는 1년 만에 이 정부의 지극 정성에 빠져서 그 나라가 가진 유일한 자원인 유전의 개발권을 한국에게 줬다는 말이 된다. 기존 대형유전에서 30년 이상 함께한 석유 메이저회사 대신에 한국을 택했다는 말이다. 비즈니스를 해 본 경험이 있다면 의혹을 갖지 않을 수 없는 대목이다.
이명박 정권이 국내 언론은 장악하고 있을지 모르지만 외국 언론까지 장악하지는 못했다. UAE의 많은 영자신문들도 관련 소식을 보도했다. 그런데 특이한 것은 이명박 정권의 기자회견 내용 등을 소개하는 데 그치는 수준이었다. UAE의 반응은 없었다.
UAE 최대 영자지인 <걸프뉴스>는 14일 로이터통신 현지 보도를 인용해 관련 내용을 상세히 전하고 있다. 제목은 ‘S. Korea secures Abu Dhabi oil deal’이다. 앞 부분은 한국의 설명을 그대로 전하고 있다. 이명박이 ‘원전 건설로 시작된 양국의 100년 우정이 이번 MOU 체결로 더욱 공고해졌다’고 말했다고 소개했다. 이어서 Renegotiations(재협상)이라는 소단락에서 한국이 맺은 MOU의 위상이 어떠한지를 객관적으로 서술하고 있다. 읽으면서 가슴 속에서 뭔가 치밀어 올랐다. 궁금했지만 한국언론에서는 확인할 수 없었던 내용이 그곳에는 고스란히 있었다.

정리한다. UAE에서 한국 대통령이 직접 생중계를 통해서 ‘10억 배럴을 확보했다’고 발표했는지 여부와 관계없이 UAE 현지에서는 한국은 ‘6번째’로 협상에 참여하는 나라가 됐다고 보도했다. 덧붙이기를 그러나 기존 권리를 보유하고 있는 석유 메이저회사가 조광권 재갱신을 원하는 경우 이들이 가져가게 될 것으로 현지 전문가들은 전망하고 있다고 보도했다.
<걸프뉴스>뿐 아니라 다른 UAE 현지 언론에는 한국이 얼마의 유전을 확보했는지 수치는 등장하지 않는다. 확보라는 표현 자체가 등장하지 않고, 유전 개발에 참가를 희망하는 여러 대상 중 하나의 이름으로 등장하고 있을 뿐이다. 한국과의 MOU 체결을 보도하는 기사에 굳이 다른 참가 희망기업의 리스트까지 상세히 보여준 것으로 봐서 현지에서는 제법 장사가 된다고 판단하는 '판'에 한국도 뛰어들었다고 보는 듯 싶다.
이제 “우리가 10억 배럴의 유전을 확보했다”고 발표한 이명박과 “100% 우리가 확보했다”고 말한 곽승준이 답할 차례다.

혹시나 해서 찾아보았네요.
한마디로 미친 또라이들입니다.
한마디로 MOU는 말 그대로 Memorandum of Understanding(양해각서)입니다. 아직 본계약이 체결된 것이 아니지요. 그것도 재협상이란 조건을 달고 있습니다. 해서 BBC뉴스는 내년 말까지 계약이 최종적으로 이루어질 것으로 보도하고 있습니다. 또 그 내용이 걸프뉴스에 그대로 나와있네요

내년말까지 자체조달비율을 20%달성할 수 있다고 생각한다고 이명박이 말했다고 하고 있습니다.

Seoul/Abu Dhabi: South Korea, the world's fifth-largest crude oil import!er, said yesterday that it had secured access to at least a billion barrels of crude oil reserves in an unprecedented oil deal with Abu Dhabi National Oil Company (Adnoc).
Under the memorandum of understanding (MOU), Korea National Oil Corp (Knoc) will be guaranteed stakes in technically recoverable reserves of at least 1 billion barrels of oil worth 110 trillion won (Dh363 billion) based upon current oil prices, the South Korean presidential office said in a statement.
South Korea is competing with China and India to secure energy and minerals reserves at a time when oil prices are surging.
Knoc itself, which has a substantial war chest to spend on cutting Asia's fourth-largest economy's almost total dependence on import!ed oil, recently spent $2.6 billion to buy Dana Petroleum, an oil exploration and production company.
"The partnership for 100 years, which started between the two countries thanks to the nuclear deal, has been strengthened more by today's deal," President Lee Myung-bak said in the statement.
Ties between South Korea and the UAE have boomed after the UAE in December 2009 awarded a South Korean consortium the contract to build four nuclear power plants worth $20.4 billion.
Renegotiations
The deal between Knoc and Adnoc is part of a renegotiation of a series of concessions that start to expire in 2014.
Norway's Statoil, Denmark's Maersk Oil, part of AP Moeller Maersk, Austria's OMV, London-listed oil and gas services firm Petrofac along with Knoc had been named as contenders for the concessions issued by the UAE.
While the main partners of Adnoc in the UAE's four largest concessions are US ExxonMobil, Royal Dutch Shell, BP, France's Total and the Japan Oil Development Co, analysts said they must be more competitive if they want to renew the contracts and win more after they begin expiring.
Abu Dhabi-based sources told Reuters on Saturday that South Korea was likely to secure a major oil field development contract in the United Arab Emirates, and the contract might be signed as soon as yesterday to coincide with President Lee's visit to the UAE.
Seoul aims to finalise the deal next year. It will raise the share of South Korean-owned oil import!s to 15 per cent of consumption from 10 per cent in 2010, the statement said.
"By the end of next year, I think we can achieve 20 per cent of oil self-sufficiency rate," President Lee said.
The UAE is the world's fourth-largest crude oil exporter and South Korea's second-largest supplier after Saudi Arabia. Separately, Knoc signed a contract with Adnoc which will allow it to develop three onshore and offshore oil drilling areas in Abu Dhabi with a combined of 570 million barrels of discovered petroleum initially in place, it said.
Financing
For these development projects, South Korea is considering project financing through Knoc itself, or forming a consortium with private firms, the statement said, adding it would have no problems in financing.
Under the heads of terms, South Korea up to 100 per cent of the fields and has the right to import! 100 per cent of oil to be produced in the fields in emergency, the statement added.
The Korean government expects to sign its final contract within this year to produce oil from 2013 at the earliest with the expectation of a maximum of 35,000 barrels per day in the near future.
South Korea and Abu Dhabi also agreed to store 6 million barrels of Abu Dhabi crude oil in South Korea's storage facilities for free and in emergency South Korea will be allowed to use it, it said, adding South Korea would save about 700 billion won in buying oil, Abu Dhabi save the storage costs.

South Korea and Abu Dhabi in pact to develop oil fields
South Korea has secured access to more crude oil reserves after signing a deal with Abu Dhabi to develop oil fields in the United Arab Emirates (UAE).
The pact with Abu Dhabi National Oil Company will give Korean National Oil Corp (KNOC) guaranteed stakes in reserves of at least one billion barrels of oil.
The deal comes as countries around the world try to secure energy reserves as the price of oil surges.
South Korea is reliant on import!ed oil.
It is Asia's fourth-largest economy, and Korea competes with the likes of China and India to secure energy resources.
In recent years it has been trying to reduce its dependence on import!ed oil.
This deal, which will be finalised next year, will raise the amount of South Korean-owned oil import!s from 10 - 15% of consumption.
Last year KNOC bought Dana petroleum, an oil exploration and production company, for $2.6bn (£1.8bn).
In a memorandum of understanding issued by the South Korean presidential office, the two countries also agreed to store six million barrels of Abu Dhabi crude oil in Korean storage facilities for free.

S. Korean leader wraps up official visit to UAE By Lee Chi-dong
DUBAI, March 14 (Yonhap) -- South Korean President Lee Myung-bak departed for Seoul on Monday night after a three-day official visit to the United Arab Emirates (UAE) marked by a historic oil field development deal between the two sides.
During Lee's trip, his second to the UAE in 15 months, the two sides signed a set of oil-related contracts, including an agreement to allow South Korea to exploit at least one billion barrels of crude oil in this Middle Eastern nation.
It is South Korea's biggest-ever oil field development deal, a major breakthrough in its efforts to secure the stable supply of energy.
The oil contract also represented another accomplishment by the Lee administration that has focused on the so-called sales diplomacy to improve economic ties with foreign nations.
Lee's visit this time served as a "milestone bolstering bilateral cooperation in all areas, including the inroads of Korean businesses into the UAE, development of energy and construction of nuclear power plants as well as improvement of the environment and health care," the presidential office Cheong Wa Dae said.
Earlier in the day, the president attended the groundbreaking ceremony for initial works at the proposed nuclear power plants in Braka, 300 kilometers west of Abu Dhabi, to be constructed by South Korea under a US$20 billion contract.
Lee received the prize for global leadership at the award-winning ceremony for the Zayed International Prize for the Environment in Dubai.
On Saturday, the president visited the camp of 130 elite combat troops dispatched by South Korea in January to help train their local counterparts.
He is scheduled to arrive in Seoul on Tuesday.
